Develops and executes strategy for federal and state government relations, maintaining and utilizing effective working relationships within Congress, federal agencies, state legislatures, industry trade associations, business coalitions and stakeholders to achieve business objectives. Responsible for lobbying and advocacy efforts at federal level and with state legislatures. Analyzes the impact of legislation/regulation on the company and its customers and develops company positions; advises senior management and stakeholders of important legislative, political and regulatory developments.


  • In partnership with leaders, develops and executes strategies for federal and state government relations, aligning government affairs with corporate strategy and objectives and in compliance with laws and regulations.
  • Builds beneficial relationships and lobbies members of Congress; Congressional staffs; federal officials and agencies; state legislators, officials and legislative staffs to advance company positions and seek desired outcomes. Serves as primary point of contact with legislative and executive branch offices. Leads the development of testimony and official comments on proposed legislation and regulation. Coordinates appropriate responses to inquiries from government officials.
  • Advises and supports executive leadership lobbying and political efforts.
  • Leads the analysis of drafted, introduced and pending legislation and regulation. Researches and consults with stakeholders and subject matter experts to understand, assess and quantify the impact of proposed legislation and regulation on Mutual of Omaha, its products, operations, distributions and customers. Proactively tracks the status and progress of priority legislation and regulation.
  • Develops and communicates company positions on legislation and regulation, consulting with senior management and stakeholders; advising on the political landscape; and monitoring industry positions to build consensus. Develops messaging and communications to support advocacy efforts.
  • Represents Mutual of Omaha in industry trade associations, working with relevant association committees to understand industry issues and influence association/industry positions. Participates in association-led lobbying efforts. Supports trade association participation by company leaders and associates.
  • Participates in the organization and leadership of issues- and industry-based coalitions that support Mutual of Omaha's corporate objectives, guiding coalition outreach, advocacy and messaging.
  • Coordinates with external political and issues consultants to support company public policy, issues management and advocacy efforts.
  • Maximizes the impact of PAC contributions by linking political giving strategies with advocacy goals. Leads political action committee communications, events and solicitations, seeking to increase participation and build engagement. Plans grassroots advocacy efforts as appropriate.
  • Actively participates in risk management efforts, identifying risks associated with state and federal legislation/regulation and working within role and responsibilities to effectively manage the company's risks.

  • Must be located in Washington DC/Metro Area
  • An insurance and financial services background to include an understanding of general business operations and all Mutual of Omaha products and distribution channels.
  • Considerable knowledge of and experience in state and/or federal government, government relations, regulatory relations, communications or related skills.
  • Demonstrated ability and experience in working with lobbyists and governmental officials.
  • Excellent communication, interpersonal and presentation skills; proven ability to influence.
  • Ability to develop and maintain strategic relationships with key decision makers within the state and federal government.
  • Ability to interact with a variety of internal and external business partners while maintaining a high level of professionalism
  • Excellent analytical ability, attention to detail, decisiveness, initiative and judgment, with a high degree of flexibility, creativity and leadership.
  • Organizational sensitivity and excellent planning and implementation skills.
  • Ability to travel up to 33%.
