Responsible for Tactical Purchasing of goods and services for the organization using the Source to Pay process. Manages the Vendor Management Program, and is responsible for contributing to the development of Purchasing policies and procedures along with compliance monitoring.


  • TACTICAL PURCHASING: Responsible to the organization to lead the purchase of goods and services using the Source to Pay (S2P) process which includes the Oracle PeopleSoft System with a specific focus on the execution of requisitions and purchase orders. Lead the operations and daily activities of the purchasing function.
  • VENDOR MANAGEMENT: Manages the vendor Management Program by providing guidance, consultation and support to the Company's business areas as necessary to the manage the vendors. Oversees the administration and activities of the vendor performance management program. Act as company liaison to strengthen and manage vendor relationships.
  • GOVERANCE, TOOLS & TECHNOLOGY: Responsible for contributing to the development of Purchasing policies and procedures along with compliance monitoring. Manages and maintains the tools, databases and technology necessary for Purchasing, Vendor Management and Strategic Sourcing to effectively execute their job duties.
  • Purchase goods and services from approved suppliers using the SP process. Make certain requisitions comply with Enterprise approval processes (i.e., capital equipment purchases etc.).
  • Assure S2P data accuracy (i.e., vendor master, material master, contract number, purchase cost etc).
  • Review purchase orders for proper authorization and compliance with organizational policy and procedures.
  • Establish and implement purchasing policies, procedures and best practices.
  • Monitor on-going compliance with purchasing policies and procedures.
  • Establish and update and approved vendor / supplier database.
  • Establish and update contract database.
  • Measure and manage the vendor performance.
  • Oversee supplier compliance with internal quality standards and external regulations.
  • Manage the day to day relationship with and tactical execution of assigned suppliers. Identify and mitigate supply risks.
  • Actively engage with suppliers regarding purchase order planning and tactical execution.
  • Coordinate, facilitate, organize supplier meetings and communications to address near-term issues and concerns. Participate in Business reviews with key and essential suppliers.
  • Coordinate and support as needed supplier improvement projects and/ or supplier transitions. Participate on cross-functional teams (and lead when required) to address and resolve supply issues. Projects could include simple sourcing events (i.e. Request for Quote) and other activities to assure supply and make certain purchase costs are competitive.
  • Collaborate with requestors and stakeholders for their purchasing needs and partners with Enterprise Strategic Sourcing on supply issues and sourcing events.
  • Provide guidance, support and coaching to others to share knowledge and develop better technical and professional understanding within the discipline.
  • Ensures accepted practices and controls are followed.
  • Performance manage, develop and motivate purchasing staff.
  • Direct continuous improvement of purchasing and vendor management processes in line with changing organizational needs and market conditions.


  • Seasoned product and service knowledge.
  • Seasoned planning, negotiation, purchasing and project management skills.
  • Seasoned understanding of Corporate Purchasing philosophy and buying techniques.
  • Strong knowledge of the vendor management life cycle and the overall company's business practices.
  • Excellent human relations, oral and written communication, decision making, negotiation and organizational skills.
  • Excellent analytical, problem solving and research ability to include sound business knowledge.
  • Ability to function with minimal supervision, working under project pressures.
  • Seasoned experience in participating on (and directing when requested) project work groups including suppliers, customers and other resources.
  • Thorough knowledge of the S2P system.
  • Strong computer skills.

  • Salary Range: Minimum: $81,360 MidPoint: $107,805 Maximum: $134,250
