Omaha, Neb. – (January 7, 2009) Robert L. Clarke, who served as U.S. Comptroller of the Currency from 1985 to 1992, has been elected to the Mutual of Omaha Board of Directors, Chairman and CEO Dan Neary announced.
Clarke is a Senior Partner and founder of the global financial services practice at the law firm of Bracewell & Giuliani in Houston, where he assists banks in matters involving state and federal banking laws, regulations and compliance with requirements of supervisory agencies, including the management of regulatory risk in day-to-day operations, mergers, acquisitions and strategic planning.
In 1985 President Ronald Reagan appointed Clarke U.S. Comptroller of the Currency, where he supervised approximately 5,000 nationally chartered commercial banks accounting for approximately two-thirds of the assets of the U.S. commercial banking system. He was reappointed by President George H.W. Bush, serving until 1992.

A graduate of Rice University and the Harvard University Law School, Clarke joined Bracewell & Giuliani’s financial services practice in 1969. He served as U.S. Comptroller of the Currency from 1985 to 1992, when he rejoined Bracewell & Giuliani.
As a result of his service as Comptroller of the Currency, Clarke was also a member of the boards of directors of the Federal Deposit Insurance Corporation and the Resolution Trust Corporation, organized in 1989 to deal with the large number of insolvent savings and loan associations and their assets. In addition, he was a member of the Federal Financial Institutions Examination Council, serving as its chairman for two years. He also served as vice chairman of the Neighborhood Reinvestment Corporation Board of Directors.
Clarke has served as a consultant to the World Bank, as senior advisor to the president of the National Bank of Poland and has participated as an advisor to the governments of Hungary, Argentina, Brazil, Mexico, Latvia, Romania, Kazakhstan and Hong Kong in their bank supervisory operations.
Since April 2004, Clarke has been a member of the board of directors of the Dubai Financial Services Authority, which is the regulator overseeing the operations of financial services providers licensed and operating in the Dubai International Financial Centre.
In 2007, Clarke was named to the board of Omaha Financial Holdings, Inc., Mutual of Omaha’s banking subsidiary.
